Given the chance to upgrade a card, you should do so (unless you have nothing too good to upgrade, then remove Strikes). I usually try to have around 19-23 cards in my deck by the time I finish Act 1. Having as many upgraded cards as possible is important, but you know that. On the first Act prioritize your HP in the earlier fights and try to get to the last rest spot with around 40 HP. When people say that you gotta prioritize damage, they mean being able to kill an enemy fast enough so that it doesn't scale out of control. Prioritize cards like Shrug it off, True Grit, Feel no Pain, Intimidate, Impervious, etc (provided you have some sort of damage that can do the trick). Regardless of how well you scale, you need defense. If that's the case, invest your money on relics/extra cards at the shops. Of course, this is a little situational and depending on your HP and how well you're clearing the hallway fights, you might want to skip Elites altogether. That will allow you to finish Act 1 with 4-5 relics depending on how many chests you hit.
